As your Assessor, my mission is to fairly and equitably assess all property in the Third Municipal District for ad valorem tax purposes. The Third District Assessor is responsible for discovery of, listing and valuing all property in the Third Municipal District of Orleans Parish subject to ad valorem tax purposes. This property includes all Real Estate, all Business Movable Property (Personal Property). The Assessor is responsible to the citizens of the Third Municipal District to ensure all property is assessed in a fair and equitable manner. At the same time, the assessor is responsible for insuring that the assessments are made according to the Constitution of the State of Louisiana and Louisiana Revised Statutes that are passed by our Legislature. The Assessor must file the tax roll annually with the Board of Review and the Louisiana Tax Commission. In addition, the Assessor must maintain the tax rolls for each piece of real estate, maintain a legal description of each property parcel, as well as maintain a record of the ownership of each parcel.
The Department of Finance Acts in the capacity as the Orleans Parish Tax Collector.
This department is responsible for mailing tax bills and collecting taxes based on the assessments and millage rates approved by the City Council on December 1st of each year. Annual parish tax bills are mailed in December and are due on January 1.
Tax bills become delinquent on February 1st each year.
The different tax recipient bodies within the parish set millage rates for the parish. These governing bodies include: City General Fund (Alimony), Fire and Police, Library, Board of Liquidation, Police (No Homestead Exemption), Fire (No Homestead Exemption), Capital Improvement, Economic Development & Housing, Parkway & Recreation, Street & Traffic, Sewerage & Water Board, Board of Assessors, Orleans Parish School Board, Levee Board, Orleans, Law Enforcement (Sheriff), Audubon Zoo and Aquarium, Downtown Development District, and New Orleans Business and Industrial District.
