July 2010 Letter: 3rd Municipal District re special assessments

Under Louisiana law, and the Louisiana Tax Commission guidelines, all properties that had been reduced for storm damages caused by Hurricanes Katrina or Rita could NOT receive the benefit of a Special Assessment Level (or freeze due to age or disability) until the storm damaged property had been repaired and revalued to reflect its current value. Under Louisiana R.S. 47:1966, “assessors' shall revalue any property which has been erroneously assessed when discovered. They may correct these errors up to three years retroactively.”

Billboard Assessments Increased

The New Orleans Board of Assessors voted at their July meeting to increase the citywide assessment levied per billboard within Orleans Parish. The Board acted to set a standard rate as the office moves towards a consolidated, one assessor system.

Organizational Audit Announced

Orleans Parish Third Municipal District Assessor Erroll Williams announced that he is soliciting bids from public accounting/audit firms with a management consulting practice to conduct an organizational audit on the Orleans Parish Assessorʼs Office.


The audit will be used to help consolidate the seven Assessors offices into one, effective January 1, 2011.

The Orleans Parish Board of Assessors, Tom Arnold, President, announced it will take the necessary steps to complete the Phase III revaluation of all residential properties in Orleans Parish for the Computer Assisted Mass Appraisal System (CAMA) within the City of New Orleans.
